Jack Hatfield has it (hatfieldmusic.com/page2.html). Don't know about the new Scruggs book--the old one didn't have the up-the-neck break.
Play the break the same as the down-the-neck break, except drop down so the 4th string open is the 3rd string up-the-nec, the 3rd string dtn is the 2nd string utn, and so on. The choke is used in lieu of the 2-3 hammer. The rest you can figure out. The tag lick is also the same but dropped as above.

There are two good ones availably. Utube has one. Put in foggy mtn and you can find it there. Also there is a sticky on this site in the Shruggs style discussion form.

The current printing of the Earl Scruggs book has the up the neck part. I'm struggling with that section right now. Well, no, not "right now". "Right now" I'm posting on Banjo Hangout. Well, no, right now when your reading this will be after I've posted it so maybe I'll be struggling with the up the neck part by then.
